What does the have to do with the boy scouts?

 It’s probably in their handbook which details plenty of wilderness, medical and health tips for safety and survival. They and the Girl Scouts try to teach boys and girls how to stay healthy not only in the wilderness, but in their general life. Hwoever, this chart was probably used in context of while out in nature (hiking, camping, backpacking) to help teach kids to understand when their bodies need more hydration due to higher output of activity. Basically, it’s because the Scouts are trying to teach kids how to identify if they’re in a dangerous situation and how to avoid or fix them along with being healthy in their regular activities.
